Detection of Radio Link Failure:
-When from RLC the maximum number of retransmissions reached
-When Random Access problem indication from MAC while nither T300, T301, T304 and nor T311 running.
-Physical Layer receive N310 consecutive "out-sync" indication then RRC start the timer T310.
Recovery from Radio Link Failure:
If Physical Layer receive N311 consecutive "in-sync" indication with in the T310,
then,
UE resumes the RRC connection.
Else,
It perform RRC connection re-establishment when AS Security is active.
Else,
Leave the RRC connection with release cause 'other'
then,
UE resumes the RRC connection.
Else,
It perform RRC connection re-establishment when AS Security is active.
Else,
Leave the RRC connection with release cause 'other'
